I've found Zipcar with the app to be good in terms of being very convenient, but I think part of that is because I'm in a spot that has multiple garages and vehicles. If there isn't another ride in that garage or area free to be booked, you're plans just got canceled. But that is cold comfort to person who now might (and often is) SOL. Yes, they can write all sorts of nasty comments in file, and or even levy fines, suspend or even terminate membership. That is once they are in said ride there is nothing ZipCar, Enterprise or anyone else can do to force them to return on time.
